ISO/IEC 17025 Chartering Ceremony for Information Security Forensics Laboratory of the Office of Assistant Chief of the General Staff for Communications Electronics and Information, Ministry of National Defense

On Nov. 5, 2020, the Office of Assistant Chief of the General Staff for Communications Electronics and Information, Ministry of National Defense, held the “Information Security Forensics Laboratory” chartering ceremony hosted by Lieutenant General Ting sheng Li, Deputy Chief of the General Staff. Guests such as Han Ming Li, advisory committee member of National Security Council, were invited for the opening ceremony to jointly witness the results of the effort and hard work of the Information Security Forensics Laboratory that has created a new milestone for national information security.

The chartering ceremony was held in Bo’ai camp where Deputy Chief Li, Lieutenant General Chin Ping Tsao, Assistant Chief of the General Staff for Communications Electronics and Information and Major General Hua Ching Jian, Director of Information Security Division, received the certificate from President Ching Chang Lien of Taiwan Accreditation Foundation (TAF). This was followed by Han Ming Li, advisory committee member of National Security Council, and President Lien of TAF unveiling the plaque together, showcasing the power of the armed forces in safeguarding information security.

Deputy Chief Li noted that due to the increasingly severe global information security threat, the armed forces are following the President’s policy direction of “information security is equivalent to national security.” In 2019, the Ministry of National Defense formulated the “National Cyber Strategy,” amended regulations such as “Information Security Policy of the Military,” and completed the triple-layer information security protection structure with forensics units and communications electronics and information teams that are in charge of implementing the information security act. Today, the Information Security Forensics Laboratory of the Office of Assistant Chief of the General Staff for Communications Electronics and Information received the “ISO/IEC 17025 International Certification.” Along with the Forensic Science Center of Military Police and Information and Communication Force Information Security Forensics Laboratory, it represents the active effort by the armed forces to achieve the goals of national policy.

Deputy Chief Li emphasized that the armed forces will continue to improve information security in various aspects and assist all the departments in executing joint information security protection and forensic traceability, of the Ministry, thereby creating a safe and reliable information security environment together.

Information Security Forensics Laboratory of the Office of Assistant Chief of the General Staff for Communications Electronics and Information, Ministry of National Defense is mainly responsible for digital forensics, investigation of information security incidents, and malicious program analysis as well as assisting various department of the Ministry in executing domestic missions as well as information security diagnostics. Its planning for ISO/IEC 17025 International Certification began in 2018, which involved environmental renovation, revision of procedures, practical training and on-site assessment. The efforts paid off on Sep. 22, 2020 when the Laboratory received the certification, proving the professional capability of the armed forces in terms of information security and forensics. Not only can the Laboratory execute the armed forces’ information security and forensics tasks in the future, but it can also provide support for other ministries and work together to maintain national information security.
