ISO/IEC 17021-1 Management System Certification Body

Potential Applicant

Management system certification is a system that organizations use to manage their activities, products and services following their own policies and relevant international management system standards. It is a way to provide assurance.

Legally registered certification body, which provides third-party management system certification services to clients may apply to TAF for accreditation. The certification is abiding by the standards of the International Organization for Standardization (ISO), national and international professional associations (e.g. IEC), etc.

Notes:

  1. Certification body must be registered in domestic. It can be government agencies, private companies, organizations (guilds, societies, or associations), etc. Under special conditions, foreign organization can apply for accreditation.
  2. TAF provides accreditation to management system certification body. It is not an audit/certification service. That is, TAF does not provide ISO 9001 certification services.
  3. The certification services provided by the management system certification body must be of the nature of third-party services.
  4. The operation of the management system certification body must comply with the relevant domestic laws and regulations.

Introduction of the Scheme

TAF provides accreditation of the management system certification body in the following fields:

  1. Quality Management System Certification:
    The certification performed by the certification body to the organization which implements the ISO 9001 quality management system.
  2. Environmental Management System Certification
    The certification performed by the certification body to the organization which implements the ISO 14001 environmental management system.
  3. Occupational Safety and Health Management System Certification
    (1)  The certification performed by the certification body to the organization which implements the ISO 45001 Occupational Safety and Health Management System .
    (2)  The certification performed by the certification body to the organization which implements the “Taiwan Occupational Safety and Health Management System (TOSHMS)” established by Occupational Safety and Health Administration of the Ministry of Labor.
  4. Food Safety Management System Certification
    The certification performed by the certification body to the organization which implements the ISO 22000 Food Safety Management System.
  5. Information Security Management System Certification
    The certification performed by the certification body to the organization which implements the ISO/IEC 27001 Information Security Management System.
  6. Energy Management System Certification
    The certification performed by the certification body to the organization which implements the ISO 50001 Energy Management System.

Accreditation Benefits

TAF provides third-party accreditation services in accordance with the ISO/IEC 17011 and the principles of "impartiality", "independence", and "transparency."

TAF is a member of the International Laboratory Accreditation Cooperation (ILAC), the International Accreditation Forum (IAF), and the Asia Pacific Accreditation Cooperation (APAC) and has joined the Multilateral/Mutual Recognition Arrangement (MLA/MRA).

TAF is in close cooperation with government agencies in providing accreditation services. The accreditation results have been widely recognized and used by government agencies or private enterprises, such as the Bureau of Standards, Metrology and Inspection of MOEA, the Occupational Safety and Health Administration of MOL, and the Department of Cyber Security of the Executive Yuan.

TAF-accredited management system certification body enjoys the following benefits:

  • Proved and manifested compliance with international standards and/or domestic laws and regulations.
  • Manifestation of independence, impartiality and consistency in its operations.
  • Recognition of the certification and results by domestic and foreign government agencies and markets.
  • Clients of certification are saved of time and cost of repeated certifications.
  • International recognition of documents issued, such as certificate, as TAF has entered into multilateral/mutual recognition arrangement with APAC and IAF.

Regulatory Documents

The basis of accreditation of the management system certification body comprises of ISO standards, IAF resolutions and its mandatory documents, government regulations, etc., as well as various operating regulations set by TAF, such as manuals, accreditation notifications, etc.

The regulatory documents of the various accreditation services are mainly based on the ISO/IEC 17021 series of standards. Please refer to the "List of Accreditation Criteria (TAF-AA-W07)".
