Taiwan Occupational Safety and Health Management System (TOSHMS) is developed by the Occupational Safety and Health Administration (OSHA), Ministry of Labor, to encourage businesses to establish a voluntary safety and health management system. Combining international occupational safety and health management accreditation regulations and taking the current domestic industrial situation into consideration, TOSHMS is designed and formulated to meet the requirements in Taiwan. It aims to stimulate and augment the participation of domestic enterprises, speed up the improvement in their workplace risk control management ability to keep pace with the international standards, lead the domestic industries to internalize the safety and health management system as part of corporate’s operation management, firmly promote and continuously improve the occupational safety and health management system and management performance, so as to meet the dual needs of Taiwanese industries for “obtaining international accreditation” and “compliance with domestic requirements.”

In order to assist enterprises to develop a systematic and standardized occupational safety and health management system, The Occupational Safety and Health Administration (OSHA) of the Ministry of Labor and Taiwan Accreditation Foundation (TAF) have joined hands to implement the Taiwan Occupational Safety and Health Management System (TOSHMS) Certification Bodies Accreditation Program in order to promote TOSHMS certification and accreditation system that is in line with national regulations and international standards. A Memorandum of Understanding (MoU) was signed on the 12th of October)by the Director General of OSHA, Tzu Lien Tzou and the President of TAF, Ching Chang Lien to initiate cooperation projects on the accreditation of certification bodies.
